An IESCO Demand Notice is an official financial voucher issued by the Islamabad Electric Supply Company following a successful field inspection, specifying the exact security deposit, hardware procurement fees, and service line capital expenditure required before energizing a new electrical installation.

Whether constructing a new residence in Islamabad or setting up a commercial business in Rawalpindi, acquiring an electricity connection requires applying through the federal Electricity New Connection (ENC) portal. Once your application passes initial scrutiny and site survey by the relevant Sub-Divisional Officer (SDO), IESCO generates a demand notice voucher.

Estimated Fee Schedule for IESCO New Connections (2026)

Total connection expenses depend on the connection category, distance from the nearest Low Tension (LT) power pole, and total applied load (in kilowatts):

Connection Category Sanctioned Load Range Estimated Security Deposit Service Line / Material Cost Estimated Total Demand Notice
Single Phase Domestic (A-1) Up to 4 kW Rs. 1,220 – 1,810 / kW Rs. 12,000 – 16,000 Rs. 18,000 – 24,000

*Note: Final demand notice costs vary if additional infrastructure, such as extra LT poles, conductor augmentation, or dedicated distribution transformers (100 kVA or 200 kVA), is required for remote properties.

Key Fee Components of the Demand Notice Voucher

Every issued demand notice itemizes four distinct regulatory charges:

  • Security Deposit: A statutory refundable deposit calculated on your sanctioned electrical load (per kW) held by IESCO against future energy consumption.
  • Service Connection Charges: Covers the physical low-tension service wire, clips, and labor required to link your property to the nearest supply pole (standard allowance covers up to 40 meters).
  • Meter Procurement & Testing Fee: The cost of the digital static energy meter, sealing hardware, and calibration testing at the IESCO Metering & Testing (M&T) laboratory.
  • Sales Tax & Regulatory Duties: Prevailing federal and provincial taxes applied to equipment installation and service fees.

Payment & Installation Workflow

Follow these sequential steps to ensure timely meter installation without procedural delays:

Step 1: Download Voucher

Download the printable Demand Notice PDF from the ENC portal or collect the physical voucher from your local Sub-Division office.

Step 2: Deposit Within 30 Days

Deposit the exact voucher amount at any designated commercial bank (NBP, HBL, UBL, Allied Bank, Meezan Bank) or via online mobile banking before the 30-day expiration deadline.

Step 3: Upload Paid Receipt & Wiring Test Report

Upload the bank-stamped receipt and the certified internal wiring test report from a licensed electrical contractor directly to the ENC portal or submit physical copies to the SDO office.

Step 4: Service Line & Meter Installation

IESCO line staff will install the service cable, mount the sealed digital meter, and issue your permanent 14-digit reference number within 7 to 14 working days.
